Fifield resident Tom Birchell is suing the town of Fifield, alleging town supervisor Ann Sloane “acted arbitrarily, dishonestly and with bias by directing the assessor for the Town of Fifield, Walt Hughes, to target (him) in regard to his property tax roll and assessment” and pursuant to Wis. Stat. §893.80.
